Chief is first and chief is best. As a leadership role the term Chief has a bit softer of a connotation than other labels. It's not "commander" or "general." That's why it's used for fire and police. "Police Chief", "Fire Chief" are roles that serve the public good, and which rely on public trust. Trust is at the core of the term Chief. The indigenous NorthAmericanIndiginousFirstPeopleIndians would refer to their leader as "Chief," as can be seen in many cowboymovies.
